Common area
A portion of a building that is generally accessible to all occupants.
Such an area may include, but is not limited to, hallways, stairways,

The application history, as indicated by its visual appearance or a record of
application, over time, of paint or other surface coatings to a component or room. (40

Friable asbestos material
Any material containing more than 1 percent asbestos as determined using the method
specified in appendix E, subpart E, 40 CFR part 763 section 1, Polariz ed Light
Microscopy, that, when dry, can be crumbled, pulverized, or reduced to powder by
hand pressure. If the asbestos content is less than 10 percent as determined by a
method other than point counting by PLM, verify the asbestos content by point
counting using PLM. (40 CFR 61.141)
Functional space
A room, group of rooms, or homogeneous area (including crawl spaces or the space
between a dropped ceiling and the floor or roof deck above), such as classroom(s), a
cafeteria, gymnasium, hallway(s), designated by a person accredited to prepare
management plans, design abatement projects, or conduct response actions.
