b. Federal Land Managers.
(1) Provide rights-of-entry for activities performed on property under their control.
(2) Serve as a member of the OE project team.
(3) Review project documents and provide concurrence on formal decision documents.
c. Native American Tribal Governments. Native American Tribal Governments are
recognized as domestic dependent nations under the protection of the United States and with the
right to self-government. As such, additional considerations are required throughout OE
response projects which affect tribal lands. This includes coordination with Native American
Tribal Governments in order to obtain rights-of-entry and designation of a POC within or
designated by the tribal government to serve as a member of the OE project team. The affected
Native American tribe must have the opportunity to review project documents and provide
concurrence on formal decision documents.

e. Regulators.
(1) Review environmental and historical aspects of project documents.
