REGULATORY REQUIREMENTS
1.2.1
Regulatory Authority/Requirements
The Contractor shall conduct all work in accordance with the following Federal, state, and local
regulations and requirements. Where inconsistencies exist between the requirements and this SOW, the
Contractor shall use the most protective.
1.2.1.1
Federal Requirements
a. Assessment Procedures and Requirements.
The Contractor shall comply with all 40 CFR 745 Subpart L requirements as outlined in this SOW,
using referenced methodologies of the Guidelines for the Evaluation and Control of Lead-Based Paint
Hazards in Housing, HUD, June 1995 (Chapter 7 Revision, 1997); and EPA "Lead; Identification of
Dangerous Levels of Lead"; Final Rule, 66 FR 1206, 5 January 2001. The Contractor shall comply
with DA Public Works Technical Bulletin 420-70-2, Installation Lead Hazard Management regarding
use of DA Hazardous Asbestos and Lead Optimal Management System (HALO) (See Glossary).
